    2021年度の主要な研究業績は、全国の保育現場を対象にした園組織の実態を調査するためのアンケート作成とその実施である。 まず、本研究に関連するこれまでの調査報告、論文、実践等の知見を研究グループ内で共有した。これらの知見を活かし、研究代表の井上、分担者の坂田は、先行研究や多様な保育現場のフィールド調査で捉えた実態から、組織運営に影響を与える①管理職・リーダー、②人材、③システムの３つの観点の相互作用から組織の質が規定されるという仮説的なモデルを考案し、アンケートのデザインを試作した。 特に、井上・坂田が2014年度に実施した「保育所における人材育成の実態に関する調査」で使用した重要な項目を取り入れることをしつつ、幼稚園や認定こども園の実態から、項目の過不足について、分担者の田澤からの意見を反映し、項目を決定した。最終的には、研究グループでアンケート全体の内容を検討、修正し、12月にアンケートは完成している。園長用アンケートと職員用アンケートの２種類である。アンケートの実施は、2022年1月、全国1,000園に郵送で配布し、3月初旬に回収した。 並行して、研究代表者の井上と分担者の田澤による、組織要因と保育の質の関連性を捉える質的研究を行った。宮前おひさまこども園の亀ヶ谷元譲氏に研究協力を要請し、2021年7月に、幼稚園、認定こども園における保育内容（行事）の転換がもたらす組織の質変容について、管理職及び保育者を対象にインタビューを実施し得られたデータをSCATにより分析した。

    第一に、園調査として、全国11自治体の36園に1歳児クラスの保育の質および子どもの発達について調査を実施した。COVID-19の感染拡大防止のため、当初の計画にあった訪問観察調査は実施せず、質問紙による調査とヒアリング調査を実施した。質問紙調査では、園長には園の実施運営について、主任には担任保育者と子どもの関係性について、担任保育者にはクラスの運営及び保育プロセスの質と子どもの発達について、保護者には家庭の養育について回答を依頼した。また、保育室に環境センサーを設置し、CO2濃度、温度、湿度等の居住環境のセンシングを行った。得られたデータから、保育の質及び子どもの発達の実態について、1歳時点での分析を行った。また、保育の質にCOVID-19の感染状況や感染拡大防止対策が影響を及ぼすことが想定されたことから、対象自治体にあるすべての保育所・こども園に対して、2020年度と同様の質問紙調査を実施した。全国の多様な地域・規模の11自治体内にある計530園（保育所・認定こども園）に質問紙を送付し、232園から回答があった（回答率43.7％）。得られた回答について2020年度と2021年度の比較分析を行った。さらに、感染拡大及び感染拡大防止対策の影響を経時的に捉えるため、園長474名にウェブ調査を4回実施した。感染状況の変化に伴い、園長の経験する困難も変化していたことが明らかになった。 第二に、自治体調査として、2020年度に全国基礎自治体を対象に実施した、保育・幼児教育に関わる取り組みに関する質問紙調査の分析を行った。 第三に、保育者が保育実践を振り返る際に使用することができるアプリを実際に使ってもらい、見えてきた課題に対応するためのアプリのさらなる修正を行った。

    医学の進歩を背景として、人口呼吸器や胃ろう等を使用し、たんの吸引や経管栄養などの医療的ケアが日常的に必要な医療的ケア児数は増加傾向にある。医療的ケア児を取り巻く問題の一つに、保育所での受け入れ体制が十分に確保されていないことが指摘されている。そこで、医療的ケア児の保育所利用状況について調べ、さらに保育所利用時に必要な情報を整理していく中で、情報共有の範囲と扱われる情報は自治体ごとに標準化されているか、そしてその情報を有効に活用できる仕組みになっているかを調査し、医療的ケア児とその保護者が安心、安全、簡単に保育所を利用できる環境づくりを検討した。 本調査実施前に、厚生労働省が公開する資料を用いて、医療的ケア児の保育所利用状況の調査と予測人数を算出し、医療的ケア児の保育所受け入れ体制がどのくらい不足しているか検討した。続いて医療的ケア児の受け入れを行っている自治体が公開している医療的ケア実施記録を検索し保育所利用時に発生する情報資料の様式を整理して、発生する資料は自治体ごとに標準化されており活用できる仕組みになっているか検討した。 医療的ケア児は一般の保育所受け入れ体制に比べておよそ34%も受け入れ体制が不足しており、カイ二乗検定の結果からも有意に少ないことが確認できた。また、発生する情報資料の様式については、その内容は標準化されていなかった。 また、スマートデバイスで稼働する情報共有システムの構築方法についての検討として、デモ的に簡単なサーバやアプリの構築を行うなど、システムに必要な要件の把握のための準備を進めているところである。

    2020年度の計画は、多声的保育評価の試行モデルの実施と検証であり、複数園でのアクションリサーチを実施することであった。研究成果は、下記のとおりである。
    1. 新型コロナウイルスの影響で、一部の地域でアクションリサーチの実施が難しいケースもあったものの、おおむね計画とおりに実施できた。その中で、子どもの声を聴く実践の円環モデルを構築し、記録や園内研修との関連性について分析を行った。 2. アクションリサーチを通じて、それぞれの対象園における評価モデルを検証し、次年度に向けた改善点を明らかにした。とりわけ、保護者の声を聴く部分においては、従来のような対面での実施は困難となり、ICTの工夫を検討しなければならないことが課題として残った。 3. 子どもの声を聴く実践に関して、一部の研究成果をInternational journal of early childhoodに公表し、広く海外の研究者からの意見を受ける土台作りとなった。

  • Development of a Literacy Scale for Successful Transitions from Early Childhood Education and Care Settings to Primary School.

    Interactions throughout early childhood education and care (ECEC) practices would facilitate young children's literacy development at the transition stage from ECEC provision to primary school. This research aimed to explore how to assess early literacy development and enhance the process quality of ECEC practices. A longitudinal ethnographic study of literacy lessons in England compared with Japanese ECEC practices and an action research project in two kindergartens in Japan were conducted. The findings suggest that experiences shared with somebody hearing children's voices about their play and lives in the ECEC settings and appropriate settings for their writing could enhance children's repertoire of communication and expression through their writing. It has implications for the early literacy assessment indicators focusing on social aspects.
  • A study of approach curriculum based on RTI model for transition to school

    There is a "step" between childcare/education before preschool and elementary school education, and it is difficult to teach, for example, "first grade problem" cases have been reported. The Ministry of Education, Culture, Sports, Science and Technology (MEXT) started curriculum (first grade in elementary school). This research proposed the practice of a nursery school connection program called the approach curriculum (5-year-old children). Studio in elementary school Studies and efforts have been reported on the curriculum, but a few on the approach curriculum. There are only case reports. Therefore, in this study, RTI (Response to Response to Intervention: Sensitivity to educational potential) was applied to target infants who "need developmental consideration". The purpose of this study was to create a stepwise approach curriculum and verify its effectiveness.
  • A Practical Study on the Curriculum for the Transition from Preschool to Elementary School

    The purpose of this study is to clarify the following issues concerning “the conjunctive curriculum” be-tween preschools and elementary schools: (1) How nursery school and kindergarten teachers and elementary school teachers recognize the current situation and necessary tasks of " the conjunctive curriculum" for children with disorders, (2) How they place “individual educational support plans” and “ individual teaching plans” for children with disorders in the whole curriculums. The results showed (1) Both nursery school and kindergarten teachers and elementary school teachers recognize the necessity of “ the conjunctive curriculum”, but think further information exchanges are needed, (2)Teachers interests are low in both “the conjunctive curriculum” and “individual teaching plans”, (3) Teachers’ continuous cooperation brings the positive effects.

    The purpose of the present study was to clarify the characteristics of teachers’ views of moral education. For this purpose, several questionnaire surveys were conducted among nursery and kindergarten teachers and elementary school teachers. For example, teachers were requested to freely describe the verbal support they used in situations of trouble among children, and an analysis was conducted using text mining. Results revealed that nursery and kindergarten teachers and elementary school teachers all have their own characteristic expressions.

    In this research, we will compare and examine what procedures and information are being provided in transition preschool education to school education for countries that advocate for pre-school and life-based types. Research was conducted with the aim of contributing to the elucidation of Japan's problem of connection of childcare and childcare in the changing period of the childcare system. In countries with ' living base type'(Sweden, Germany, Italy, New Zealand), connections to primary schools were made in a portfolio, used in school education, and a smooth transition was made. Thus, it has become clear that foreign countries are trying various approaches to information sharing methods to find their integrity regarding the connection problem between preschool and school education.
  • A study about development of parents support program to enhance family resilience in early childhood facilities

    The purpose of this study is to try and develop of parents support program to enhance family resilience in early childhood facilities. A questionnaire was distributed to parents after a trial in a day care center. Our findings indicate two points. First, mothers wrote most of the family voice in portfolios but fathers, siblings, and grandparents also provided comments. When the mothers read it at home, other family members noticed this and had communication among families. Second, participants started to better understand their day care centers’ education and care. This facilitated a shared positive understanding of children between teachers and families. In conclusion, portfolios are valuable tools to enhance family resilience.
  • Development and Validation of the Scale for Assessment of Early Childhood Literacy Education

    The range and extent of early communicative experiences that teachers encourage are key factors affecting children’s literacy attainment. This study aimed to explore the beliefs held by Japanese early childhood education and care (ECEC) teachers in relation to early literacy instruction in terms of their pedagogical processes. To this end, 349 ECEC and 45 primary school teachers were asked to complete a two-part questionnaire dealing with (1) ECEC teachers’ literacy beliefs and (2) teachers’ general pedagogical beliefs. Exploratory factor analysis extracted three sub-categories of literacy belief; Direct instruction, Natural development, and Social interaction. These results hold implications regarding how teachers’ respective beliefs influence their various methods of facilitating the early literacy development of young children in ECEC settings beyond differences in educational tradition concerning early literacy.

    The main finding is that the burden and anxiety of China mother’s child-rearing is the highest among three Asian countries which have different social cultural background. We could suggest that it was especially important to develop the program to deal with problem of child-rearing in China though comparing the condition of Japan and Korea. At the result, growth of the nuclear family and weakening community networks prevent the knowledges and techniques of child-rearing inheriting and increase the isolation of mothers. It suggested that father’s role of social support is important to decrease mother’s anxiety and stress. It was held two international symposiums in China and Korea. We discussed with collaborative researchers in each countries about scheme to improve of quality of life (QOL) of families who have young children.

    This study, focused on the way concerning care and education for disabled children, discussed the following four points, using questionnaires, free description and interviews by/with teachers, who are in charge of supporting disabled children; 1) The problems and tasks recognized by these teachers supporting disabled children. 2) The fears and agonies by the teachers in charge of classes which include disabled children, and the quality of support. 3) The support taken in care and education for disabled children. 4) The care and education practice. The results showed that there exist the difference between operating school managers and class teachers in their recognition and attitudes in the points 1),2) and 3). About the point 4), the characteristics were clarified in the thoughts on the care and education practice by the teachers in charge of disabled children.
  • From Knowledge of Hiragana to Literacy Practices in Japanese Children: Functions of Literacy after Acquisition.

    This study examined how letter knowledge and the home literacy environment are linked to the literacy practices of Japanese children. Fifty-four kindergarten-aged children (range: 54-83 months) were asked to create short books and describe them to an examiner, to measure their literacy skills. The children’s letter knowledge and the literacy environments at home were assessed via a parental questionnaire. The results showed that 83.9% children used letters (sentences, phrases, or words) in their books, and 41.9% children could describe their book without the examiner’s help. Although these children knew 50 letters or more, they did not become interested in or begin to write letters earlier than the other children. The results suggest that creating an environment that allows children to gain letter knowledge facilitates the literacy skills of Japanese children.

    The purpose of this study was development and examination of the approach for children with developmental disorder in the nursery schools, kindergartens, centers for early childhood education and care based on naturalistic approaches. The new format of individualized education plans which suitable for early childhood education and care was developed. The results suggest that it is important to process of discussing among teachers to find the already embedded supports when teacher think learning opportunities for children.

    The purpose of this study is the development of analysis method of teacher' s conferences and its effectiveness to evaluate a" quality of early childhood education and care". Firstly, the form of records were developed which refer to the New Zealand Learning Story. Secondly, the keywords were extracted from teacher' s conference discussing using text mining method and use of evaluation.

    The proposed study will evaluate social determinants on quality of life of families with children with developmental disabilities. Our study is joint research being carried out through questionnaire method and focus group interview in Japan and New Zealand. The research found necessity support resources, for which concerned about not only focusing on the relationship of a child and a mother, but also the domestic role of a father or a brother child was also included. The findings will also be made available in seminars and workshops for service providers in Japan and New Zealand
