  本研究は、2019年に大学として55年、高等教育機関として40年ぶりに誕生した専門職大学・短期大学を取り上げ、学生調査をコアとした学習行動・学習成果を分析し、政策過程やカリキュラム構造を含めた制度発足時の実態と併せて考察・検証し、将来世代が当該制度の研究を行う際の礎となり、将来の歴史的考察にも耐え得る基礎的な研究知見の構築を目指すものである。 初年度は、次年度以降の学生調査の実施に向けた準備段階として以下のことを行った。まず、設置認可済みの専門職大学、専門職短期大学の教職員組織と教育課程について、主として設置認可申請書類に基づいて考察した。教職員組織については研究者－実務家と専任－兼任の観点から、教育課程については卒業要件単位に占める講義と演習・実習の必修科目の状況、基礎科目、職業専門科目、展開科目、総合科目という科目区分別にみた、必修・選択・自由科目ならびに講義・演習・実験実習科目の配当状況について整理検討した。本研究の目的である、後世の研究者が使用できるよう、できるだけ元のデータに大きな加工を加えることなく、資料価値を保つよう工夫した。 また、研究成果を広く公開するため、研究会のWebを新規に開設し、実施済みの研究成果については公開を順次進めた。具体的には上記の教職員組織と教育課程に関する論考の掲載に加えて、その際に活用した設置認可申請書類を全てPDF化して保存した上で、こちらもWeb上で公開した。

  本研究は、2019年に大学として55年、高等教育機関として40年ぶりに誕生した専門職大学・短期大学を取り上げ、学生調査をコアとした学習行動・学習成果を分析し、政策過程やカリキュラム構造を含めた制度発足時の実態と併せて考察・検証し、将来世代が当該制度の研究を行う際の礎となり、将来の歴史的考察にも耐え得る基礎的な研究知見の構築を目指すものである。 3年度目は、まず昨年度および今年度初めに実施した、1年生向け調査の分析・考察を行った。具体的な設問群である、①入学までのプロセス、②経験した授業とその評価、③授業への取組や日常生活の状況、④総括的な評価と回答者属性、大きく4領域について、基礎集計表を作成し、協力校へのフィードバックを行った。さらに、回収数が相対的に多い協力校１校を対象に、進学選択行動と１年次の学修行動を、両者の関係も踏まえて考察し、加えて主体的な学修行動の実態と要因について、全国大学生調査との比較も交えて分析し、研究論文として公表した。 次に、２年次向けの調査票を作成するため、学生へのインタビュー調査を実施した。特に臨地実務実習関係について複数の学生への訪問調査を行い、それを踏まえた設問を策定し、1部の協力校については年度内実施を終えた。次年度以降実質的な分析・考察に着手する予定でいる。 また、昨年度Web上で先行して公開した、専門職大学制度の発足経緯を知ることができる、文科省や国家における当該委員会の議事録を、紙媒体としても発行した。
• Building Archaives for University Reform by Sharing Knowledge on Failure

  本研究は大学改革の中でも失敗事例に着目し、その知見を共有して今後の大学改革に活かすことを目的としている。そのため、個別の改革事例に関わる情報収集を行った上で、それを管理職が実際に活用できるようにケース素材として蓄積することを目的としている。初年度は事例収集の前段階としての文献調査に加え、学長が大学改革をどのように捉えているかに関する予備調査を実施した。調査票は全国の755大学に発送し、2022年の2-3月にかけて、紙媒体とWeb調査を併用する形で実施した。有効回収数は274件、回収率は36％であった。設置者別の内訳は、国立が16％、公立が15％、そして私立が70％である。 学長業務に関しては以下の点が明らかとなった。業務学内運営の実践が75％、学外の諸活動が13％、そして政策などの学びや情報収集が13％であった。次いで学長のフラストレーションについては「財源不足」が78％と突出して多く、アメリカでも同様の結果であった。次いで多いのは「考えたり振り返ったりする時間の不足」の50％である。そして3番目に多いのは「国や自治体の政策」の46％である。 大学改革については、改革を試みた中で、「改革に着手できた」が7.4割、「改革に着手できなかった」が2.6割であった。ただし、改革に着手できたものの内訳をみると、「うまくいった」は6割である。また3割が「判断が難しい」としている。なぜそうなのかは、さらなる検証が必要だが、政策に対するフラストレーションの高さを鑑みれば、政策対応が自大学をよくすることと必ずしも直結しないという点も、1つの解釈として浮上する。なお「改革に着手できなかった」要因としてもっと挙げられていたのは「危機感の共有が不足している」の58％、次いで「改革に協力的な雰囲気が醸成されていない」の52％、そして「改革の意義を教職員に理解してもらえなかった」の48％であった。

  令和3年度は4年計画で進めている本研究課題の2年目であったが、前年度からのコロナ禍にあって少なからず研究活動が制約された。とりわけ対面での研究会の開催などはできなかったが、そうした中でも短期大学生を対象としたインタビュー調査、JREC-IN Portal掲載のデータの再分析や先行研究の再分析などを通して、令和4年度、5年度に向けての発展的基盤を構築することができた。 （1）K短期大学学生を対象としたインタビュー調査（12人実施）から、入学に際しては自分に適していると回答した学生もいれば、4年制大学、そして県外の大学に経済的制約から進学できず不本意入学した学生もいて、入学動機は多様であった。社会人学生へのインタビューでは、資格（保育士、栄養士、介護福祉士など）取得が主な誘因となっていること、大学就学の背景にハローワーク等からの経済支援があること、短大だからこそ就学できたこと、大学教育への満足度が高いことがわかった。この結果については、令和4年度に論文としてまとめる予定である。 （2）データから短期大学の構造を明らかにした。男子は低学力・低所得層でも4年制大学への進学希望が少なくないのに、女子は高学力層でも短大や専修学校・各種学校を希望するケースが多い。地方に分散する短期高等教育機関は、あらゆる「学力・所得」層の受け皿になっている。このことは、親元に置いておきたい女子の通学圏ともかかわっているが、短大の生き残り戦略とも重なる。 （3）研究打合せの過程で、短期大学に勤務する教員の分析が欠かせないと判断した。本研究の一環として行った教員公募情報（JREC-IN Portal）の分析からは、4年制大学に比べ短期高等教育の方が、博士学位を公募条件にせず、模擬授業などを通した教育能力が重視されていることがわかった。つまり、短大の性格を反映して、研究より教育重視の傾向の強いことがわかった。

  学術と職業との往還を基本とするインターンシップを含む職業統合的学習に焦点をあてて、研究組織全体としてこれまでの先行研究をまとめ課題を確認するため、図書『キャリアを拓く学びと教育』を刊行した。また、Ⅰ班（学修成果とコンピテンシー）では、7つの専門領域において、教育の学修成果と職業のコンピテンシーについて学位・資格レベルごとに「知識」「技能」「態度」「応用」の4次元タキソノミーにもとづく記述語descriptorsのマトリクスを策定した。さらに、ビジネス領域においてその適切性を検討するため、第三段階教育レベルの教育機関の学修成果目標とその卒業生である社会人の卒業時の修得度を、実証的に把握、両者の対応・非対応に関する比較分析を行った。 第Ⅱ班（ステークホルダーとWIL）では、ステークホルダーの職業統合的学習（WIL）への関わりを課題とし、WILを学内で運営する鍵となる大学教員（内部ステークホルダー）を対象としてその経歴と業務、志向性を把握するため、「大学と地域研究会」（科研JP16K04599：研究代表者・稲永由紀(本科研第Ⅱ班長）)と共同して、2019年1月～3月にweb調査を企画・実施した。その結果、国公私立の12大学の協力を得て有効回答194サンプルのデータを得た。 第Ⅲ班（制度・政策）では、ドイツ、オーストラリア第三段階教育における職業教育への制度的取り組みについての海外研究者を訪問した外国調査を実施するとともに、ドイツからUlrich Teichler教授を招聘し今後の研究計画について協議した。また、韓国における教育の学修成果と職業のコンピテンシーを繋ぐツールとして有効に活用されている全国職務能力基準（NCS）の普及と課題に焦点をあて、日本の教育界、労働界における関わり方と比較するための日韓セミナーを10月に開催し、研究組織全体としての研究課題の確認を行った。

  Large scale questionnaire surveys were conducted on students and faculty members . By comparing the results from similar surveys in ten years ago, it was found that: 1) teaching practices have shifted towards more student-friendly, 2) the evaluation of students about teaching and the institutions improved, but 3) the time spent for learning outside class room remained practically the same. This shows the robustness of implicit understandings about student burden outside classroom. An additional survey on teachers, after the Corona Pandemic, showed that the teachers significantly increased requirements of work outside classroom, and many of them were willing to keep the practice.

  We conducted basic research and action research for the training of senior managers at the university. Expectations for the presidents are high, and it turned out that their job was more difficult than generally thought. So far, policies have been implemented to grant authority and budget. However, what is needed is the development and support of university management personnel. It was also revealed that the potential demand for senior management for training is high.

  Through the case study of the newly born faculty of humanities and social sciences in the national universities, this study clarifies the process of the reorganization based on the visit survey, the program characteristics centered on the document materials, and the effect of reorganization through the student and teacher survey. Depending on the former organization and human resources of each university, even if the faculty names are similar to each other, the field of studies of faculty members, the structures of department or courses, and the characteristics of the programs differ greatly. In addition, especially from the student survey, it has become clear that the educational reforms have advanced beyond the average of the national survey, and that the impact of education is also uneven, reflecting the characteristics of the program.

  Research aim of this study is to construct a new framework for analyzing modern Japanese educational policy. In the first year, we conducted a survey about demand for modern educational policy materials for three academic societies, and revealed that there is enough expectation for this approach among research communities. In the second year, we picked up the subject of moral education in the elementary and secondary education policies, gathered information on policy-related publications, and carried out a visit survey to members of each committee other than civil servants. In the final year, we examined the obligation of confidentiality of government officials, created a memorandum on the relationship between record keeping and confidentiality obligation of civil servants, and began implementing a visit survey to civil servants. This research is not aimed at publication of the material, and we strictly preserved the collected information for future researchers.

  This research aimed to explore how functional differentiation and quality assurance of education programmes at universities and non-universities should be respectively in universal tertiary education systems. From the perspective of objectives, methods and governance of education, each education of academic type and career-oriented one was understood empirically. According to the graduate survey aiming at cooperative IR activities, two vectors meaning the application of acquired learning outcomes and acquisition of competencies needed for jobs were found. The survey for teaching staffs at non-universities showed their conflict that occurred between career and regional orientation by their institutions and research orientation by themselves. Based on the results of curriculum survey like WIL, sectoral features about upgrading of education and the relationship with stakeholders became apparent. National Qualifications Framework would provide implications for the feasibility in Japan.

  The purpose of this research is to study case investigation on the primary school teacher training in Japan to consider an organized practice in college education. After the macroscopic study how each institution has gone into the primary school teacher training and the microscopic case study on one institution undertaking the primary school teacher training, two nationwide surveys on the college educational program about the primary school teacher training and on the teaching practice by the primary school teacher were conducted. Two points became clear. One is that there are few programs taking expertise or uniqueness of the primary school teacher training into consideration. The other is that there are few primary school teachers practicing plural subjects confidently and enough training opportunities for acquiring such competences are not offered.

  In the rapid changing environments, universities are facing the challenges to reform both of governance and management. This study focused on the aspect of management and tried to analyze the interaction between "academic managers" such as president, vice president and deans and "administrative managers" such as the secretary general, registrar,and the financial director through the international comparison. As a result, we found as follows. First at the foreign universities, managerial positions are more differentiated functionally than Japanese universities. Second, however, the functional areas in which both managers may affect their authority and power are compatible between Japanese universities and foreign universities. Finally, the most striking difference is the way to acquire their capabilities to perform. While managers at foreign universities acquired through education and training, Japanese counterparts mostly did through experiences.

  This study tries to clarify the influence of public opinion on policy making through focusing on the public comment system. Based on the findings of the public comment system, quantitative characteristic of public opinion to education policy is analyzed based on the data collected from “e-Gov” through 2003 to 2013. As a result, the type of public-offered political issues or the number of opinions differ among divisions of MEXT. Furthermore the influence of each opinion received through the public comment system on higher education policy making is introduced as an example. We can only get quantitative response of public opinion to each policy and the contents of individual or drafted opinion by “e-Gov” data. Therefore what we have done is a limited analysis on the degrees of interest in each policy. A detailed case study remains as a future issue to study substantial influence of public opinion on policy making.

  We focused on the optimal scale and scope of an organizational unit which effectively alleviate the growing workload of Japanese professors in administrative and management tasks.The effect of the size and scope of labo on administrative time was dependent by their major. We also considered whether and how the self-image, mission, and vision of universities was perceived and internalized by the management of Japanese universities and empirically examined the determinants of shaping such individual perceptions.A multiple regression analysis revealed that the economy of scale brought out by an undergraduate student enrollment gradually slowed down and decelerated executive perceptions, with regard to establishing a globally recognized status. The management in universities granted with the same amount of external research funds in both studied years responded more passively in 2012 than did in 2005 on the self-assessment of whether having established a status as a global knowledge base.

  This project demonstrates nation-wide inconsistencies between the functional differentiations based on learning types at the undergraduate level and those promoted by the government on the basis of the scale of graduate education. The results of a quantitative study reveal that only 10.1% of undergraduate engineering students in national universities are highly motivated, and that they are distributed equally between institutions, independent of institutional size and student selectivity. A qualitative study about leading-edge teaching practices in Japan and the U. S. illustrates that both faculty and university administrators recognize that certain organizational characteristics, such as restricted enrollment, flexible structure without departmental divisions, collegial relationships, strong integration of organization culture, and collaborative linkages with industry, can be essential and advantageous to the effective fostering of self-motivated engineers in undergraduate programs.

Specifically, the academic professions of each country was thoroughly analyzed using data obtained from CAP investigation (2007) for 19 countries and APA investigation (2012) for Asian six countries.

  In this study, we examine “faculty collaboration” essential for the organizational practice of university education based on a review of previous studies for the first time. Next by the alaysis of existing and newly conducted faculty survey, the struc-ture of education time and the intentionality of “seminar-based education” are clarified. Furthermore a case study focusing on the reform of teacher education in national universities is done and the mechanism of the long-term organizational educational reforms not only in the area of class or curriculum reforms but also in the area of entrance examination and support for the employment is clarified.

  This research focused on Junior colleges and professional training colleges as non-university higher education sectors and researched the characteristics of their educational programs with three perspectives, namely “control of education”, “methodology of education” and “goals of education”. We aimed to reveal their specialties with vocational education-oriented approach empirically in contrast with academic-oriented one in universities. Moreover, as policy scientific research we searched the possibilities of national qualifications frameworks in order to improvesocial cognition for non-university education system and their quality assurance. Further, we conducted field studies of non-university higher education institutions abroad. On commencement of this research, we have created four classifications including the “national license sector”, the “industrial sector”, the “commerce and business sector” and the “design, contents and others sector”. We did more field surveys domestic and abroad and revealed their mutual aspects and differentiated trends of their curriculum. Secondly, based on these results we surveyed teaching staff and institutions of junior colleges and professional training colleges nationwide. Through this survey, we clarified the formation of various competencies such as excellence in vocational practice, academic activities, educational qualification and management ability. We found unique operational style of each type of institution. Finally, we did graduate survey focusing their careers and evaluating their graduating colleges.During this research period we held several international seminars at each research stage such as kickoff point, a halfway point and closing points and also had opportunities to present our research results through academic meetings of Japan Association of Higher Education Research and so on.

  This research aims to find way of training good university administrators, with close collaboration between academics and non-academic staff, under the circumstance of knowledge-based society and decline of 18-year-old population. To attain this aim, this research identified how university administrators should be and how they should be trained to be good administrators, by the analysis of questionnaire survey and other methods, which was done for academics as well as for non-academic staff.

  In this research project, the function of specialized training college is examined through graduates survey and company survey. Specialized training colleges have an important role in the point that they train learning competence, but the function of vocational training and its platform are not necessarily well-established, and the initial career in the small and medium size companies as a core group for graduates is polarized and the quality of the place of employment becomes an important issue that determines evaluation of specialized training college.

  To be adaptable to the social change of the globalization, the knowledge based society and the neoliberalism etc, the system-level higher education policy aimed to improve higher education in quantitative and qualitative, has been laid out in rapid succession over the world. As a result, university faculty members worldwide, including Japan, are expected to play a full role on the reform of higher education. In this study, by using the method of comparative sociology, the realities of structural changes, work conditions and future issues of university faculty of 18 countries, were revealed.

  Focusing higher education in Japan, this project aimed at 1) conducting large-scale surveys, 2) analyzing the data and comparing the results with similar studies in other countries, and 3) identifying key issues in designing future higher education in Japan. The large scale surveys include: tracer survey on high school seniors (4000 initial samples), college students survey (48 thousand students), college graduates survey (25 thousand persons), college faculty survey (5 thousand respondents), and college administrator survey (6 thousand respondents).

  本研究は、大学卒業生のキャリア形成にかかる長期的な効用という観点に着目して大学教育点検・評価のための方法論を検討した。また、そうした方法論の検討をふまえて、欧州15 ヵ国と日本とで共通の枠組みによる卒業生調査を企画・実施した。特に、日欧で要求されるコンピテンシーと、大学教育との関連を考察するために、また、そうした卒業生調査などの各大学での活用状況など関連調査を実施した。 その結果、大卒者の年齢・経験プロフィールとも関連しつつ、日本と英国とで大学教育の効用の遅効性がともに確認され、大学教育と企業内等での訓練・能力開発枠組みを総合的に比較することの重要性が明らかになった。卒業生調査の方法論については、課題としての認知は拡がりつつあるが、学術的検証を想定すれば、複数機関による組織的な取組が不可欠であり、その実施体制の開発が課題となっていることが解明された。
• 授業討論用グループウェアにおけるファジィ論的グループ構成基準の研究

  高等教育における授業のグループ討論で、コンピュータを援用したコラボレーションシステムを開発した。そこでは、遠隔的情況を想定してのコミュニケーションをコンピュータ経由で行うのでなく、とりあえずは、対面授業を想定しているが、学生の携帯を利用しようとするものである。まず、各学生は携帯を利用して基本情報(メルアド、学生番号など)をコンピュータに登録する。その後、教授者は、課題を提示しそれとともにその課題に対する回答を多肢選択式に携帯画面に表示する。各学生は、自分に近いと思う回答を選択し、送信する。その後、コンピュータは、その回答情報をもとにグループ分けを行い、そのグループ情報を再度携帯に送信する。その後、学生はグループを形成し、そののちは対面にて討論を行う。 このようないわばBlendedLearningにおけるグループ討論に関連して、本研究では、ファジィ理論を組み込んだグループ分けアルゴリズムを開発している。ファジィ積分を用いるものであるが、そのアルゴリズムでは、学生の課題に対する正答率と誤答に対するグループ討論価値を尺度として演算を行い、グループ性よさを算出するようにしている。学生同士で回答結果を単純に比較し討論価値を求める方法もあるが、ファジィ積分によると、グループが高得点グループと低得点グループに2分されたような情況で大きく異なる。学力格差を意識させないでグループ討論を試みる場合は、ファジィ積分のほうが都合がよいことがわかっている。 本研究の結果は、上記の特性を活かしたシステム開発の基礎資料に資することが期待される。

  This research has been conducted to explore realistic possibilities of a theory of junior college as the first stage and also to clarify the outcome of junior college education. This research is based on the hypothesis that the outcome of junior college education should be substantiated not only by various aspects of actual conditions of graduates in their social life but also by their candid evaluation of junior college education. In order to prove this hypothesis, we conducted a questionnaire-type investigation of graduates. Our analysis of the results of this investigation clearly shows the strengths and shortcomings of junior college education in the past. The research results have been utilized in the self-check and evaluation of junior college education. This report comprises three parts: the first is the assignment and background of this research, the second is the analysis of this investigation of junior college graduates, and the third is the self-check and evaluation and such proposals as the analysis suggests in terms of educational innovation of junior college education. (Major points of interest as revealed by the research) 1. The differences are conspicuous among graduates of the different departments of study in college and of the lengths of work experience in terms of their career path either in continued academic education or in the choice or change of work after graduation from junior college. The graduates as a whole may be said to be faced with some difficulty in getting full-time employment upon graduation and also eventually failing to secure their work that is closely related to their field of study in college. 2. As a result of our investigative research of junior college graduates, we propose seven standard explanatory models concerning educational outcome indices by which the self-check and evaluation activities by junior colleges will be effective. Furthermore, we compare the actual outcome of each junior college involved in this research with the attainable prospective outcome on the basis of the prescribing factor model. (Future research areas and issues) 1. The secondary analysis of this research results in comparison with the graduates of four-year colleges and vocational schools. 2. The implementation of an interview-type investigation with graduates of junior colleges. 3. The implementation of an interview-type investigation with employers of graduates and with community leaders concerning graduates' participation in social activities in the community.

  本年度は第一年目として高等教育の市場化に関して各国で発表された基本的な研究を収集するなどのほか、とくに以下の研究作業を行った。 1.ドイツと日本の高等教育改革を比較するために「日独高等教育改革セミナー」を開催した。ドイツ側から二人、日本側から二人の発表を行い、討論をおこなった。この会議の成果は、『Higher Education Reform in Japan and Germany』として東京大学大学総合教育研究センター一から出版された。 2.中国はいま、きわめて市場的な高等教育改革が行われており、本研究の視点からは重要なケースをなす。そうした観点から中国東南部において大学、省政府当局等に対してインタビュー調査をおこなった。その成果は、『市場改革下の中国高等教育』として東京大学大学総合教育研究センターから発行される予定である。 3.国際的な研究協力の打ち合わせをおこない、具体的な国際比較項目を選定した。

  The project builds on previous collaboration between the applicant and the partner organization in the framework of a comparative study of graduates employment in eleven European countries and Japan funded by European Commission and Japan. This project identified a number of similarities between Japan and UK - especially in relation to the role of degrees in career formation - and these contrasted with the situation in continental European countries. A key issue identified was the importance attached to ‘problem-solving' ability as a key competence. However, the meaning attached to the concept of`problem-solving is not clear. Nor is it clear through what processes graduates acquire this ability and use it in their working life. The previous study explored these issues mainly from a graduate perspective and using quantitative survey techniques. The proposed project will take aqualitative approach and look atthe issues from the perspectives of Japanese and UK employers. To clarify the status of and issues surrounding human resource development by comparing the role that higher education plays in human resource development in Europe and Japan. Especially, Comparative study is focus attention in the United Kingdom and Japan. It is intended to interview both human resource managers of Japanese branches or associated companies located in the UK and managers of UK companies located in Japan. Interviews will be conducted by pairs of Japanese/UK researchers in order to combine both comparative perspectives and contextual awareness. The project will produce a number of published outcomes concerning an increased understanding of the similarities and differences in the competencies required and possessed by Japanese and UK graduates from the perspectives of enterprises operating in both countries, the development of an academic framework for addressing the relationship between higher education and employment that may offer alternatives to the ‘qualification societies' of continental Europe and the US. The project will also provide the basis for future collaboration between the Japanese and UK research groups, for example in identifying the challenges facing Japanese and UK higher education institutions in meeting the requirements of both national and international labour markets. The project will seek to benefit Japanese and UK enterprises that wish to develop their international activities in each other's countries.

  This research tries to try a detailed comparison in the organization, material facilities, a management form, and an educational research environment. The following topics were researched for the period. 1)A basic theory was researched taking a general view of a historical, theoretical research of the university that was called so-called the leading university (Center of Excellence), and discussing the formation of the leading university in the United States especially with co investigator, Mr. Roger Gaigar. 2)The difference of a system and financial environment of a Japanese-English university was analyzed based on the university investigation in Britain. And, the result was summarized in the report ('Bench marking of a Japanese-English university'). 3)The visit investigation of two schools (Michigan university and University of California Berkeley school) was done from the university that was called so-called leading university (Center of Excellence) in the United States.
• 電子式アンケートにおける発問・回答法と評価技法に関する研究

  昨年度は、アンケートの電子化に関し、質問項目のコンピュータ画面の表示方法の検討を行った。本年度は、その研究成果にもとづき、回答のしやすいアンケートシステムを完成させることを目的とした。システム構成として、(1)アンケート制作者に項目のアンケートサーバーへの登録、(2)授業後の学生によるアンケートのダウンロード、(3)学生の回答と集計サーバーへのデータの送信、(4)データの集計と結果のディスプレー、の4つのステップからなる。特に、アンケートには、学生の回答負担をも考慮して階層構造をもたせている。アンケートの制作時には、一つの元項目に対し、複数の下位項目を付加することができる場合は、付加する。その際、その複数の下位項目は、全体として元項目と内容的にほぼ同等となるよう、制作するようにする。そして、学生には、元項目と下位項目のどちらか一方に回答を許すようにする。これにより、アンケートの回答負担を強く感じる学生は一つの元項目に回答し、より具体的な項目に回答したいと思う学生は下位項目に回答することになる。したがって、学生の回答負担を考慮したアンケートシステムであり、この構成を設計に取り入れている。 システムは、主にPerlを用いて構成し、基本的にはプラットフォームに依存しないアンケート入力形式をとっている。作業が多少遅れ気味となり、上記(4)については最後の作業を行っている。
• COMPARATIVE STUDY OF HIGHER EDUCATIONAL AND LABOUR MARKET

  Utilising university graduates survey data conducted in eleven Europe countries and Japan, this research has analyzed the relationship between higher education and graduates' transition to work. In recent years, the relationship between higher education and work has attracted considerable attention in developed countries due to several circumstances. The enrolment ratio in higher education has increased in Japan as well as in European countries during the last decade, which is expressed as "massification" or "universalisation". On the other hand, the knowledge-based economy and socio-economic globalisation have developed. Then the requirements for human resource, the recruitment practices and the graduates' careers are changing. Thus European and Japanese researchers groups have jointly conducted a comparative study of graduates with the first degree. Finally, more than 35,000 graduates data were obtained in 1999. This research project proceeds as three steps ; 1) evaluating various dimensions of transition outcomes of twelve countries' graduates, 2) grasping the varieties of higher education experiences and 3) explaining the transition outcomes by various factors of higher education experiences, including multi-level indexes of country's contextual differences. The focus of this analysis are consisted deeply from Japanese concerns, how university graduates are seeming not to use well knowledge acquired during university study in the occupational activities after graduation. Several considerations can be drawn from this study. First, Japanese graduates show better transition outcomes in terms of smoothness to find employment than European counterparts, but worse in terms of the knowledge utilization. Secondly, Japanese graduates have enrolled at younger age and finished in shorter duration of study, with fewer work experiences both before and during study than many European countries' graduates. Thirdly, the low levels of knowledge utilization in Japan are mostly explained by both the fewer work experiences during the study and the younger graduation age. From these findings, it seems quite important in Japan to encourage work experiences in higher education including internship programs, and to evaluate carefully the competences which university graduates are bearing and would become useful at the further stage of their career.
