- Study of Regional Strategy Model Promoting Meso-level CommunityJapan Society for the Promotion of Science：Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (C)Date (from‐to) : 2020/04 -2025/03Author : 西中 美和; 増田 央; 原 真志; 沼田 秀穂; 佐藤 勝典; 吉澤 康代本研究では，地域のwell-beingをめざすメソレベル・コミュニティ形成を促進するための「地域戦略の概念モデル」と，モデルを適用するための「戦略策定フレームワーク」を構築することを最終目的としている．2020年度は，先行研究を行い，研究の位置づけを行った．その中で，本研究における well-being の定義を行い，構築モデルの最終目的の明確化を行った．本研究における well-being は，personal well-being と social well-being のバランスを考慮したものであり，社会の中で（将来のためにも）より良く生きるということが幸せである，という定義である．次に，研究対象範囲は地域であり，コミュニティレベルを想定するとした．つまり，ミクロ組織とマクロ組織の中間（メソ）における well-being を考える．また，従来の「メゾ」を「メソ」と変更した（研究課題名は変更なし）．理論ベースを，経営学の知識ベース論とサービス論とし，それらと本研究の関係性として，知識ベース論は，サービス論で使用する資源を準備する段階での適用理論であるとした．サービス論では，知識ベース論で準備した知識を用い，共創により，well-being を目指すネットワークを構築するモデルを形成するとした．メソレベル・コミュニティにおける well-being を目指すモデルと位置付けたことは，サービス分野において新規性が高い．研究の全体設計ができたところで，地域ネットワーク形成研究を想定した研究チーム体制を構築した．事例として，地域における芸術祭をとりあげ，対象事例におけるデータの取得を行う手続きと取得を行った．成果実績としては，人工知能学会全国大会での発表，日本ナレッジ・マネジメント学会のジャーナル誌への投稿・掲載，発表がある．

It entails opening up area previously monopolized by government bureaucrats to the “public” so that those aspects of it that cannot be dealt with by bureaucrats alone, can be managed through collaboration between the government and citizens. There are problems that need to be addressed. The first is a need to support for networking of small sized SE. For example, we must utilize a sleeping (dormant) account for social welfare. It refers to a deposit account in a financial institution that holds funds for a long period. The second is to eliminate inequalities in the tax system between new-comer small sized NPOs and traditional social welfare corporations.

- An international comparative project of social enterprise models: Model construction of disaster areas in TohokuJapan Society for the Promotion of Science：Grants-in-Aid for Scientific Research Grant-in-Aid for Young Scientists (B)Date (from‐to) : 2014/04 -2018/03Author : SATO KATSUNORIThe principal investigator in this study modelled the social enterprises that played an active part in the disaster areas of the Great East Japan Earthquake. Moreover, I will provide an international comparison of the social enterprise model in future.As a result of this research, it has become clear that these social enterprises played a significant role in the disaster areas. For example, it became apparent that they have played a role in supporting communities, work, emigration, and personnel training by providing urgent support from time to time. However, the grants’time limitation in this research, the model construction of the social enterprise of the disaster areas understood that I needed further research as solutions for future disasters; this will be part of a future agenda. Finally, three suggestions concerning the results of the case study can be recommended. However, it was found that further investigation is necessary for model building, which will become a future task.

Meanwhile, there are also many positively trying to solve not only their own problems but also others’. This means that resource scarcity is not decided by objective factors but subjective ones, especially cognitive resources. Entrepreneurship promotes the reconstruction, but local conditions are also important. After the disasters, while entrepreneurial activities by mobile entrepreneurs become more intense, supporting organizations also arrange the mechanism to help the migrants into the regions to settle down in order to correspond to change in population composition due to the disasters. This leads to change in consciousness of victims, who then want to become entrepreneurs.
